Why do some trucks have side skirts and some don't

    I don't want or need you looking under there thank you very much.

    Saves between .25 to .4 mpg on the average as well. And California says they had better not catch me in their state without my skirt on or I'll be in some deep doo-doo.

    Saw a trailer yesterday with innovative technologies on it, and but had a skirt down the entire side, but it was vinyl over the wheels. Then I saw a guy hiking new trucks. They were back to back with a car in the middle (I assume for getting home).
