    What kind of water? If your talking about hauling fresh spring water (drinking water), probably no special permits needed outside of a TX DOT number, insurance etc, but if you're talking about any sort of waste water, brine, etc, you better go to the http://www.tceq.texas.gov/ for starters

    It will be waterhole water (salt water or fresh water), not oil contaminated.
