Turbo Air control valve , Waistegate problem ISX

    on my 2006 isx my wastegate started to release exhaust constantly, is this because its locked up and needs to be changed? or is the problem in turbo air controll valve?
    Also, recently started to notice chirping sound sound from turbo area when going down hill on engine break, and that one exhaust manifold gasket started to leak, not sure if its related.
    Also when in idle and press gas pedal the RPM goes over 2000, and before waistgate problem was always under 1500 RMP, it seems that something is giving signal or malfunctioning

    Doesn't it have a Holeset Variable Aperture Turbo?

    The sliding nozzle ring alters the aperture through which the exhaust gases flow onto the turbine wheel. This alteration in the geometry of the turbocharger increases the boost as the nozzle is closed down. Reducing the aperture increases exhaust manifold pressure and increases the turbocharger speed. As the nozzle ring opens up, the exhaust pressure reduces and the turbocharger boost can decrease; or simply maintain ideal boost levels as the aperture increases to raise the turbine's exhaust swallowing capacity to compensate for increasing engine r.p.m. In effect it creates an infinite number of fixed geometry turbochargers.

    also drove by cummins, and service man was kind enough to test actuator and confirmed that its bad and needs to be replaced. $427, found and ordered new online for $250. For now i have blocked turbo control air valve line that goes to actuator so it doesn't leak air.

    It was leaking the compressed air that controls the actuator.

    A can of CAT yellow paint will fix most anything.

    look again 9 out of 10 that i see on the side of the road have red engines

    Replace it as soon as you can. If you don't it'll damage turbo.
