As far as I know, you need your CDL to rent.

The state should have a list of approved third party testers. Some have trucks avaliable for a minimal cost. Here in Louisiana it is about $180.00 for the skills test & tractor/trailer rental.

I know when I was an instructor in Fontana, there was a guy with a power unit and short flatbed that he rented out for students that wanted to take the driving test at DMV. Go down to your local DMV and see if they know of anyone or just observe around the testing area for a truck/trailer hanging around making itself available. The guy in San Bernadino rented his for $150 for the test.

Most companies are going to want you to have gone to an accredited school to hire you. This is due to their insurance not necessarily company policy.

Swift is one company that will hire You if You didn't go to CDL School. Don't know about CA, But in Houston Texas there is a company called CDLexpress that rents/helps You get Your CDL. They rent You their truck & trailer and help with Air brake test. They are not a school. Call your local DMV and ask them if they know or any CDL rental places.

I rent very easy to drive equipment for CDL testing. Very reasonable pricing and I assist you with all practicing for in-cab airbrake, interior and exterior pre-trip inspection and backing skills.
