Since this is a broker forum I would like to know what steps a carrier needs to take to report a bad broker?

If they owe you money then you can file against the bond that all brokers are made to have, if insurance co. Tells you that so many people have already filed against them that you have not got a chance to get a % of the money they owe you then it's a bad deal?

FMCSA prohibits brokers, dispatchers, or anybody to coarse a driver to illegal driving.
I don't know what your problem is but if you missed a birthday as a result of your hours running out because they had given you too much work that day, there is nothing FMCSA is going to do about it, that's your problem. Maybe you should quit in an act of protest, or sue them civilly.
However, if they explicitly told you, that you must run over your available hours of service to accomplish a task or otherwise they will hold it against you, and then you have the means to prove it, you could report it to FMCSA and then see what happens. It might give them some trouble - not sure how hurtful but they at least should be told not to do it again.
