Because you are trying to apply an OSHA rule about earth-moving equipment to over-the-road vehicles.

Every forklift truck i’ve dealt with has had a knob on the steering wheel or a factory place to put one. Osha does not like them mounted outside the rim but other then that they do not care. In a big truck there is no dot reg on how to mount them just the same suggestion of not being outside the rim. But again no reg. So not illegal. I’ve always understood some states may have laws against them being used on anything car or truck titled and registered to that state. I do not know which states those are. I know Tejas don’t care. I’ve seen plenty of state troopers with them on their wheels.

I shoulda used the word “recommendation” instead of “suggestion” with the dot. That can make a difference in some folks minds sometimes.

I have seen forklifts with them many times. What can be so confusing is the absence of regulations. I don't want to open another can of worms, but I just finished reading a series of comments on Facebook from three safety critters discussing part 177. It took almost 25 comments before the person finally understood there was no regulation in part 177 that covered what he thought was a violation. It is almost impossible to prove a negative. I rarely try!

I would not use one. In fact, I rarely ever operated a CMV that had one. If I were to use one I would mount it on the inside of the wheel. The issue though is regardless of how you mount the knob, there is going to be a piece of it outside the wheel. Go back and look at that photo in post #43. Either side of that knob could do some damage to a stomach or catch an article of clothing in an out-of-control situation.

If the right set of circumstances is present a steering wheel can be dangerous. Many years ago I had a steer tire to blow while at highway speed. The force jerked the wheel out of my hands and I was lucky I did not crash or kill somebody that day. This is why old-timers will tell you to not lock your fingers inside the wheel while driving. I know some old timers that are now long retired or no longer with us that are missing fingers because of this.

Earth and material moving equipment have different issues. To better understand this sit and watch them work. This is why OSHA issued 1926.602(c)(1)(iv).

Yes I know this is for a boat, however 2008 pete had a steering wheel designed for a spinner mounted like this but I can't find a picture of it. Anybody got a pic?

Even the clamp style can be mounted to the spoke [before steering wheel controls] so nothing is on the outside of the wheel.

Keep your thumbs outside of the steering wheel.

Growing up on a farm operating a tractor with a tricycle front end and no power steering and in fields with varmint holes and washouts your learn quickly to respect the damage those spinners can & will do to your hand .fingers & and arm the.more comfortable you get with using 1 the more damage you are gonna receive... I've got more than 1 scare and broken finger from them
JMO but they have no business in a CMV .. or any vehicle that is on the road.. and if you think their cool in your truck then congrats you have now reached the highest level of steering wheel holding Super Trucker...
I 'd like to say more but the mods would be on me like a cheap suit

I have zero knowledge about these steering wheels. I would imagine if there is metal in them you could drill a hole and mount one that way.

I saw a steering wheel similar to that in a truck. The driver adapted it to fit the truck. Looked good and clean. Didn't take up so much room. Probably be good for fat drivers.

20220805_143522.jpg I tried a couple different spinners and mounting locations before I decided this worked best. Little less turning power having it inside the wheel but the others I tried that had hardware sticking outside the wheel would hit my hands or legs.
Really nice for the amount of maneuvering I do
