Houston cops must be on a quota system for seat belt violations. They pulled me over, I waited, cop never got out of his car. Finally I tried to exit truck, only to be stopped by my seatbelt. Removed belt and went to officer and asked what the problem was? Seatbelt violation. I plead my case to him, and told him I had driver facing camera to prove. He let me go. I lied, camera was there, but inactive. But I had black seat belts and was wearing a black t-shirt, he probably made on honest mistake.

A seat belt ticket is not a moving violation in Texas. It is not required to report as such to the employer. Also not required to report on the drivers annual report. Same as parking tickets.
No seat belt is not a moving violation in Texas. For a table listing moving violations, see Texas
Administrative Code, 37 TAC §15.89(b). -
Since there was no DOT inspection form filled out, there will be no CSA points nor PSP record of this on the carrier nor driver.
This driver however was inspected but was not given a ticket; instead he was DOT inspected and given a Warning for improper seat belt usage. This will incur CSA points on his carrier and will reflect on his PSP report. Here is the clip of the officer trying to do him a 'favor' by giving him a Warning for the seat belt.... Look for time marker 18:30 or so.
