What does it mean when it says EXEMPT right under the RR Crossing Sign?
I've seen them all over the place like that.
I think it's for HM and Buses that normally have to stop before they cross the Tracks.

I think you are right. Most of the exempt signs I have seen have been on dilapidated tracks that aren't used more.

Yes, that is what exempt means. It is in the regs.

Some hazmat still needs to stop regardless. I think radioactive its one and explosive is another. Someone will correct me if I'm wrong.

(b) A stop need not be made at:
(5) An industrial or spur line railroad grade crossing marked with a sign reading "Exempt." Such "Exempt" signs shall be erected only by or with the consent of the appropriate State or local authority.
