Can retread or recapped tires be used on tractor trailer steer tires? I know the state book says that buses it is a no no, but it says nothing about trucks?

OK, they can be used as a steering axle tire, legally, BUT it is not a good idea on an over the road truck. Cement Mixers, dump trucks use a wider single tire as a steering tire on heavier front axles and many use recapped tires on their steering axles. A steering axle tire on an over the road truck can be an all position or a steering tire, you should avoid putting trailer tires, even brand new, on the steering axles. I believe the regulation also addresses regrooved tires, tires that have worn down to less that 4/32ds of an inch
tread and then been regrooved to be used some more. -

You tell the examiner that you cannot have recaps on the steer axle and you must have at the minimum 4/32" tread. Recaps and regrooves are illegal on a tractor. If you have a blow out. It's almost certain death

§ 393.75: Tires.
"(e) A regrooved tire with a load-carrying capacity equal to or greater than 2,232 kg (4,920 pounds) shall not be used on the front wheels of any truck or truck tractor."
