What exactly is HWP and who is it paid to? I know it's 5.03 for only 40 hours a week, I know you don't get overtime after 40 doing mail gigs.
I was doing a mail shuttle for Beco and my checks had the extra $5.03 for 40 hours on top of my other regular pay.
I was interviewing for another mail contractor and he specifically told me the extra $5.03 an hour won't be on my paycheck. If it's not on my paycheck, who's getting the money? is he just eating that 5 bucks and keeping it for himself?
Question on USPS health and welfare pay (HWP).

The H&W pay is to help offset the cost of your health insurance plan and it’s paid to you but it goes away after you hit 40 hours .When working for a sup contractor for the post office they require you to be covered by health insurance and usually the sup contractors insurance is very high because they know your being paid that so they typically will pay very little if any of your health benefits.but if your spouse has health insurance and they can add you your good but the post office does require you show proof you’re covered. The h&w should be paid to you it comes directly from the post office if your employer is keeping it and he’s not at least paying your health insurance I would look elsewhere for employment

Agree with pepper 24. By law the company can’t just keep it. Also by law they can’t pay more than 40 hours of H&W. It’s all in the Service Contract Act.

Why ask here, instead of your own company's payroll department?

I worked for a government contractor on a military base for several years. At the time we were paid something similar to $19.96 an hour plus $3.68 an hour for health and welfare. Our health insurance came directly from the second amount.
Whether you used the company's insurance or not didn't matter. The left over money didn't go to your weekly check. It went to a 401k.
Think along the lines of the health and welfare as the dollar amount that your company pays towards your usual W2 benefits, and it is not counted in your overtime pay.
Our pay cycle was bi-weekly, meaning two regular seven day cycles. Our pay period started on Sunday and ended on Saturday. Your results may vary, but that's the way my company worked at the time.
