    could be number of things,
does the pto switch activate with air lines to engage the pto clutch? could be an air line is plugged with ice,
is there a 'master air valve' that someone flipped off that you have not checked?
do you have a switch on the dash marked 'pto' that may have failed, or is not in the proper position?
if cable from foot clutch to the pto, did a clamp loosen and the whole cable harnness is moving, but not the cable inside the harness?
the cable inside the harness may have broken

If it has an airline to it take it off and see if air comes out with switch on, if its an Alisson trans make sure you have power to the solenoid with switch on then go from there

you will have to trace it back to the source, it could be coming from anywhere or just run a new wire from a power source.
