Hello all. First post, so be gentle.
Situation: I have a 2011 Volvo with a D13 in the shop. It has been throwing a code for the SCR system. Specifically, SPN 5298 FMI 18. This code basically says the temperature in the catalyst is not high enough to support hydrocarbon conversion. (That may be the exact definition) Another shop replaced the EGR cooler for an unknown-to-me reason. I suspect is was leaking. Ok, so here are the things we have done. During diagnosis, I found the DOC and DPF to be face plugged. I checked for exhaust leaks in all the usual places and found none. Sent the DOC and DPF out to be baked. Attempted to do a regeneration after installing the cleaned DOC and DPF and it will only get between 650-700 degrees during service regeneration. Other items already replaced (all within the last 6 months) include the 7th injector, EGR cooler, fuel metering block for said injector, engine wiring harness, and DPF sensor. I have tested all components that go with Regeneration and all test good. The one thing that I find odd is the duty cycle for the 7th injector. It will only get up to 7%. This is of course commanded by the ECM, so my thinking is that the ECM may not be telling the injector to ramp up the fuel delivery. When I tested the harness connector for the 7th injector I was only getting 3.96 volts reference with the key on, no amperage with a test light. This is what prompted the boss (not me) to say replace the wiring harness. Unit still will not do a complete regeneration. When I am doing a service regeneration using the computer it will never cycle out, it just keeps going in an attempt to get up to temperature.

I'm almost convinced this is due to a corrupt ecm flash, had a 2013 doing same thing this past winter or at high altitudes. It's so irratic that diagnosis was impossible. So far this 2015 hasn't done it. I also considered DEF fluid to possibly be contaminated by condensation in bulk storage.

check the turbo and actuator I think its doing something when regening

I should also add that the VGT actuator has been tested and verified to be working properly. Also, the turbocharger bypass valve is working properly.

2 things you replace and you are back on the road......
1. DEF do ser
2.DEF filter , after draining and disposing all the default in the tank.
And because you've had issue with the default do service you will need to check your 7th injector. Just clean it with carburetor cleaner and toothbrush . Don't replace. 100% this is your code. What are other codes you have with SCR? -
Check catalist trmp sensor and its wiring, change it if u think it is bad. SOmetimes sensor fails becouse of heat stress

Anyway, a similar problem I had few weeks ago, won't do the regen because the "temperature was not high enough"; I replaced the 7th injector, this valve in 1st photo and finally this blue solenoid valve fixed the problem.( this solenoid valve opens the valve in first photo during regen , (discharge recirculation valve), allowing more air in combustion , increasing exhaust temperature)'; 150$ and I replaced it myself , banged my fingers bad ;
