This all started when renewing my driver license on May 9th, my medical card was expired and I had to get a new one, DMV won't process me for a renewal with out it. So I get an appt with Dr. on Thurs. the 28th, at 5pm giving time to go to DMV and do my renewal, at 725pm in PJ NYDMV. As the person put the paper into the printer for the temp. license, the printer stopped. The lady states there is a hold on your drvr lic. Did you live at Celeste Dr. Ga.? I stated in the military, yes. Ga. put a hold on your then Ga. driver license,. for something. I said when? 1979 was the reply. I don't remember. She bypassed it and Maine popped up in 1980. Have you ever been to Maine and got a citation. Yes but I took care of it. Well Ga. and Me. have popped up on NDR and we can not renew your NY drvr lic. What is NDR? The National Driver License Registry, a program instituted by the Feds, and NY started with 2 years ago. I got the numbers from the 2 states in question, to call Friday morning.
I call York cty Me. at 8 am and a nice edlerly court clerk tells me she has to go to the file to look for the physical file if it exist from 1/1980, and to call her back at 1130am.
I call Ga. DDS who gives me information on a citation recieved in Cobb Cty, Ga. from 7/1979. I contact the Court clerk who also states he has to look for a physical file from 7/1979, call him back at 1130.
I call court clerk in Me. who found the file but it was empty and only had my name and DOB on it. I told any proof that it was paid is in a landfill and compost by now. Now I have to contact MBMV who could not find my name or informatin in there system. With out this information and release from TC Court they can not help me, and traffic summons in the State of Maine have no stature of limitations, until the court releases them. OMG
I call the court clerk in Ga. who said he found the file, but it was empty, and on top of that the court Dead Ended the docket. He is calling the supervisor to get involved. He'll call me back.
NOW mind you the State's Motor vehilce department by what ever name they go by have to clear this up and remove them from NDR before you can get a Driver's license. You are at the mercy of whatever state puts and entry on the drvr lic. even if it's wrong.
I call NYDMV and eventually I get a 1 518 474 0641 number in Albany that deals with NDRPDPS/CDL, I speak to Ken up there and explain the situation to him. He goes into the NDR system and gives me the dates and history numbers to go with it. Another date pops up for 6/1981 out of Ga.
I'm making Multple calls between Me., Ga., and NYS are going back and forth and gleaning more info on every call. Me. BMV is set up on a 7 digit code. which when talking to Ken he gave me all the numbers that were in the NDR history and at 408 pm I was talking to Tom in MBMV and the 7 digit code release the file in there system, which is also devoid of information. Now it has to be sent to York Cty to go before a judge to review and be dismissed. Court closed in Me. at 415pm with no resoultion. Court closes in Ga. at 5 no resolution. NY drvr lic expires at midnght.
Monday morning I call Me. and speak to clerk and update her. She obtains data from BMV and gets it before judge by 1130 and Tom at MBMV gets the upate to the NDR and delets it. I confirm with Ken in Albany Me. is resolved and Ga. is only left. Ga. DDS can not view file history and cannot tell me any detail on 81 and thinks it could be related to Cobb cty. Monday ends with no resolution to Ga.
I call NYSDMV and I am annoyed that NYS will issue restricted drvr lic. to people with DWI's but drvrs trying to resovle issues that 30 years old from other states, have no exceptions for temporary licenses til issues are resolved.
On Tues. Morning Ga. DDS calls me to inform me that the 2/81 hold is from Hamliton County court in Iowa and gives me the number which not in service anymore.
I contact Hamliton Cty clerk who does not have my name anywhere in the system and advises me to call the DOT post 7 to see if they have anything. Calling DOT Post 7, I find that they destroyed all there old records, I am no where to be found. To cal Iowa MVD who after I contacted does not have my name anywhere in there system and without any information can not send a release to Ga. So the clerk in Ia. will look thru the file room, when I call her back they found and old dusty file with my name and a citation, and inquires if I drove tractor trailers, which I confirmed, she never seen a hours of operation violation, which I paid, and they faxed it over to Ga. DDS.
Cobb Cty has confirmed its a dead docket and will send release over to Ga. DDS.
Ga. DDS wants a $50. reinstatement fee and will take 7 to 14 days to process and they must have money and release in hand to start processing it.......
If you've had a driver's license in another state it a good idea to contact DMV and check before your renewal so you aren't taken by surprise...

As of Tues. eve I had to FEDEX at $33. for Thrus. morning delivery, with a note, copies of Hamliton Cty court fee paid, to Ga. DDS and to please put me to the top of the resoultion/eligible list, due to NY holding up the my license renewal. Thrus morning is call to Cobb Cty court for there status.
I have a CDL A with dbles trpl, tank vehicles, I let my hazmat expire.

The NDR Master File (database) is populated with pointer information supplied by States as a result of convictions and license revocations/withdrawals pertaining to highway safety violations.
The National Driver Register Status:
- No Match: The individual does not have record a on the NDR.
- Licensed (LIC): Licensed means the individual holds a license in that State and the privilege to drive is valid.
- Eligible (ELG): The individual privilege to drive or apply for a license in a State(s) is valid.
- Not: The individual privilege to drive in a State(s) is invalid.
- NEN: The individual privilege to drive in a State(s) is invalid due to a non-moving violation in talking to 1 of the court clerks she told me some one had just come in to pay a Jay Walking fine from when the individual was in his twenties and he was now in his seventies or they won't renew his license...that was the state where traffic summons have no stature of limitations.
The ticket in Ga. 79 was for "proof of insurance", yes Ga. was a insurance mandated state back then and ins. cards were typewritten out by agents.
The Ia. "maxium hours of service violation", remember the national speed limit was 55mph. You were allowed 10 driving hours(max 15 on duty combined with drive time) 8 hrs. straight, off duty, 60 hours max. work time in 7 day period. And your log book had to reflect that, And I was 1 of there city drivers, that the dispatchers were constantly putting me into Chicago, NYC, Boston, Philadephia, and I never heard a DOT official congratulate me on driving 45 mile thru NYC in 1 hour either.

[TD="class: postbody vtop"]I have been on the phone with Englebright's office, Flanagan's office and Bishop's office. Forwarding emails and talking to office staff. This seems to be happening a lot as of late. Flanagan's office has recieved many complainants about the problems with NDR(PDPS) and NYDMV. They are looking into it.
After a lenghty discussion with Ga. DDS personel they tells me it will be 7 to 14 business days to clear my old Ga. lic. in the NDR and that clock may not start til Monday cause of back log. i told "it is what it is", that translate to 1 to 3 weeks. That not acceptable.
After researching and going thru information on NDR, I find the wording,
"The States maintain the sole responsibility for the issuance and renewal of all driver licenses;"
I call NYDMV in Albany, finally get a representative who runs my license a tells me it okay there is no problem with my NYS driver license.
I then ask him to check the NDR. He gets back on with me and says there is hold in Ga. I explain what Ga. rep. told me and stated it is unacceptable for that state to hold up my license for 3 weeks, after I have complied with everything they wanted. It not right that some minor infraction from 30 + years ago is holding up my license today. I have a CDL and drive for a living.
I also read that "The State Agency responsible for issuing driver licenses is required to transfer identification information on all revocations, suspensions, and license denials within 31 days of receipt of the convictions from the courts"
I stated how come I wasn't notified if this system went on line 2 years ago in NY, there was a problem in another state?
I further went on to say I had just read in the NDR rules that it is this state's that has the responsiblity for issuance and renewal of all driver's licenses, and if I bring all my proof down to the local DMV office in Medford can not the office manager override the NDR and renew my driver license. He puts me on hold again, 10 minutes later he confirms with me, that his boss stated absolutely the local DMV office mgr. can over ride the NDR with the proof I have, that I complied with everthing Ga. wanted, just have the office mgr contact the OSID unit. And then he says Happy Birthday, I don't know how long anyone going to be in the offices' here...it's 4:10 pm....off to DMV I go but upon arriving I see they closed at 4pm....have to wait til Monday.

[TD]Update as of Monday the 9th the local DMV in PJ won't clear my license, Even with proof everything was paid and resolved.
I get ahold of rep. in Ga. DDS and when I was talking to her she stated they just opened your file from the previous Thrusday's delievery. She states they have the Hamilton cty court doc and will clear it but they still didn't have anything from Cobb Cty. Ga. I told her I recieved a fax from them that morning and would gladly review the reciept with her. It turned out I had answered the summons and it was dimissed in Feb. of 1980 and Ga.DDS put in as a suspension in March of 1980, she states it looks like we made a mistake and your entitled to half your funds back. I tell her nicely lets worry about funds later, Please get this cleared up. At 415pm can not get GA.DDS to answer so I go to PJDMV as manager to run license and it goes thru at 515pm...license renewed

Yes, I did but they need legislation to repair the DMV...whats happening is they dont have ss# to match against NDRPDPS system, therefore they can not notify drivers, thats there is a problem. Hence they wait til your renewal leaving the driver in a bind of no license and to clear up the problem with the State that filed it regardless if it is correct or not. hopefully they'll get it amended this year, I'm doubtful but one never knows

Which is why renewing early, gets these things cleared up early before it becomes critical. The new medical certificate attached to the license as of Jan 2012, is probably what triggered this situation for you. No?
I did the medical cert before Jan when required and then did it again in June when my 1 year physical was renewed and they still weren't sure what they needed to do at the DMV.
Sorry you got caught up by bureaucratic incompetence, but hopefully it will smooth out before to long. -

I went through a similar situation when I first got my CDL. I'll try to condense the story.
Graduated school and went down to DMV to get my CDL. Now I've had a so called legal drivers license for 17 years and lived in four states.
TN DMV says I can't get CDL because my DL is cancelled due to a suspension in FL. I contact FL and license is suspended because it was suspended in SC. I call SC and license was suspended in PA where I grew up.
It all boiled down to when I was 16 and let another guy drive my car. We passed a state trooper doing 80 mph. He puts his lights on and we pulled over and he tells me he doesn't have a license. He tells me to switch drivers and he'll pay the fine. Young and dumb I agreed and we switched before the trooper got back to us.
Turned out he never paid it when he told me he did. It never backfired on me until the states computerized. I had to pay like a $150 reinstatement fee in each state and get letter of clearances on top of the fine. It took like 3 weeks to clear everything up.

i've been trying to get copies of my driver reports, records and files. MVR file is quite easy and cheap, but not free....you just gotta go to your local motor vehichle department (BMV in indiana and DMV in california) and cough from $4.oo to $15.oo. Next is my DAC report. Spent a few hours trying to figure out which agency to use. Seems that USIS keeps the records but ended up having to use the www.HIRERIGHT.COM website for a free copy. Hope that comes in 15 days like they said. Next is the NDR file. There are a few websites that for a fee will sent you the forms or will request your NDR file for you, but i wanted free....so, I went to the www.NationalDriverRegistry-forms.org forms website and could not download the forms.So i went to www.nationaldriverregistry.com website but they want $18.00 to mail me the form. So i went to www.dotjobhistory.com and probably should've paid the $39+$9 for the basic NDR report, DAC report, and MVR reports. Furthermore, maybe i should pay the $120 for a full background check, but i'll wait till i get my free reports, then get the paid ones, then dispute any animosity or discrepancy within any of these reports and previous employers, and i say animosity cause even though i am not a model employee, i do try my hardest and sometimes more than the average person just to do a good job with the best possible outcome for all parties without kissing anyones behind, and bosses don't like this so i'll leave that discussion for later. So, after a few more days of research i was directed to the www.NHTSA.GOV website which basically said i have to send a NOTARIZED request on NO SPECIFIC form with all my identifying info and either mail them the request or ask your BMV to send it in for you. Now i find out that there is also a CDLIS file and who knows who else is monitoring us. Anyhow, i still got to research which agency gives a free 3 major credit bureau credit report and is not a for-profit business. Am thinking www.annualcreditreport.com , but no matter who i get it from, i'll have to pay a fee to see my combined credit score. Scores above 630 are ok, above 720 are great, 790 or higher are excellent and will get you the best and cheapest loans such as home and auto loans for under 3.5% as of jan 2013...and please, never accept a credit card for more than 11% combined NPR/APR/IPR (that's the federal imposed interest rate plus the credit card companies charge). Anyhow, good luck with your reports, BE SAFE and always remember the requirements of BEING SAFE AND LEGAL.
