hi i have a dump truck triaxle with ma commercial plates i need to take truck for a repair in ny can i do without permit? i found this don't fully understand it any help would be great thanks .
Vehicles not licensed in a reciprocating state or licensed in an IRP member state but bearing a non-apportioned plate, must obtain a temporary permit before entering the state or may obtain a permit from an officer on duty at any inspection station upon entering the state. Restricted license plates, farm, gravel, natural resources are recognized for interstate movement.

I really have no idea. But if it was me and the only reason I had to be in another state was for repairs I would do the slip in slip out and not tell NY I was even there.

No. By law you need a IRP trip permit, IFTA trip permit and a NY Hut trip permit.

They impound trucks w/ expired license plates and I'd bet they will do the same for NO license plate [intra-mass plate just won't count].
The fuel tax [IFTA] and the NY Highway Use Tax would just be tickets; possibly with a court appearance back in NY.
If the cop is a real DOT cop he could check to see if you have authority to operate in NY. I hear guys caught operating w/ out authority get to wear matching chrome bracelets and get a ride in the back of the PoPo car...your mileage may vary. -
For the price of the trip permits its not worth it IMO. No NY HUT is about $125.00. IFTA i do not know and no iIRP if the cop wants to be a jerk its unregistered and can tow you plus fine.
