Well the fuel pump is the lift pump. There is a check valve in the pump that goes bad. I have seen them bad enough to have to prime the pump. Bad part is its a rebuild the pump thing to replace the check valve. Might be time to send the pump to your local fuel injection shop.
There is usually a diagnostic receptacle on the pump to check pressure. If you could rig up a pressure gauge see if the the needle is steady or fluctuates rapidly like a vibration at wide open. If it isn't steady then most likely you found your problem. A 150 psi guage is plenty of gauge

The check valve is in the ECM cooling plate. I have seen pumps put out 155lbs and you do not want to have the guage top out.
I also have a vacumn guage and have seen high fuel restriction from build up in the cooling plate. I have multiple fittings with a male end a female end and in the coupling, so I can test for restriction and or preasure in the any system.

Wore out you were right on the N14 front cover I could not find the thread, It must have been a case of oldshimer. I went to the shop and there was my socket I cut to drive in and remove the bushing.

John it happens to me a lot. I'm not sure if mines old timer or part timer. I forgot all about the check in the ecm plate. Like you I have seen that cause hard to start issues on many occasions

Update:
Looks like a check valve.
Driver side tank is half full now so based on past experience it should start rough. I clamped a pair of vice grips on the fuel return line and it starts fine.
