Yes, there was an ICON system sold for Celect plus engines. This is a 2000 model year engine so it is a Celect Plus.
Directly from Cummins website "ICON can be used on the M11 CELECT Plus engine serial number first 34842235 build date December 4, 1996."

i dont know what system it is, it is in a mobile home toter and when it starts flashing engine shutdown only way to stop it is to hit the brakes, the truck does not see any road use so i am going to try to put a flasher on the brake switch and see if it keeps it running becuase its a pain trying to park a house and the truck shuts off when your idleing

Just a thought for you guys that know more about the ECM system, could it be something like the number 10 pin (common earth) system has a fault. -
yeah, it is ECM power issue. May be ground wire, may be battery power wire (usually corroded in battery well, under driver's step. It is common for Volvo problem. They like to hide some fuses and power wires near batteries, under step on VN and in battery box on FH/FM trucks. they look like build in wire fuse boxes, open it and you'll see corroded fuse inside, ore bad wire. It happens with acid vapor in battery box, that destoys all cooper things there....
