Have a 2010 Prostar. Just at random the Lock/PDL switch starts blinking when in the off position. Took it to a dealership in KC and they didn't know. Doesn't stay blinking but every so often going down the interstate I'll look over and the darn green light has started blinking again, and then after a while stops. Anyone have an idea?

It depends on how it is flashing. There is a slow and fast flash. A slow flash of one blink per second means that some programmable interlock condition has not been met. For example, too high of a road speed to have it engaged. If it is in the off position I would expect it to be fast flashing which is 2 blinks per second. This means a problem with the circuit or solenoid has been detected. The body controller should be setting a code for this.

Everytime it rains, my truck loose power for throttle, and the oil gauge goes crazy? But tbe truck never shuts off, just no response? -
Sorry, no trick or secrets here, you need to connect to it to see what is going on. Any fault codes, check throttle pedal % and so on. To me you are getting water in somewhere and it is shorting out some wires.
