I guess I'll come out of my permanent lurking status and try to answer.
The KYU# is free if you file directly with the Transportation Cabinet in Frankfort, which you can do through the mail. They tell you it takes 14 days, but hinted that it usually is much faster. If you need it faster, there are several online services that are already set up with the state that can get it in about a day, for a price. I think I paid about $40. If you goggle "KYU number" you'll find these services. You can't buy a permit at the port of entry, you have to buy it before you enter KY, was told by the folks in Frankfort it's $45. The KYU return is easy, you just multiply your miles for the quarter in KY times the mileage rate(I think it's .285 cents/mi) and send them a check. NM does have a permanent license you can get before you enter the state, I think it's similar to KY, but I don't have one, so I can't give you the details.
Hope this helps.7mouths2feed and elpuft Thank this. -
As an alternative, you can drive through the state at night. Worked for me twice but I almost never go there.
