This morning before a trip, I was talking to one of our drivers. He said that there are not supposed to be loose items in the cab (snack bags, travel bags, etc). For the life of me I cannot find anything in the regulations. If this is a regulation (I'm assuming it is), can anyone point me in the right direction? I want to make sure the driver gets everything he needs and if he needs some storage, then that is what I want to make happen. I've noticed if I present the exact regulation and any consequences that may come with it, I get faster results.

It's the same with putting a cooler on the passenger seat, needs to be strap down, or put the seat belt across it. Well that what I was told (on this forum) or dot can write a ticket for unseaured load.

Got ticket for unsecured load because fire extinguisher was sitting lose in holder.

Basically they have nothing to secure their items in the cab. I got in there this morning to help him with his ELD and he had a plastic grocery bag with snacks, a travel bag and a tool bag.

I've been through several inspections, and nobody has ever said anything...
If there is a regulation stating as much, I've never seen it, and it's never been enforced against me. The only regulation that I know of that mentions having something any equipment inside of the cab "secured" is the fire extinguisher, which must be readily accessible and securely mounted. It's also wise to keep things contained so that they don't end up on or under your pedals...but that's just common sense.shatteredsquare, Trucking in Tennessee, krupa530 and 2 others Thank this. -
I don't know of any reg that says that but it is possible I guess. Maybe it was policy at a former company he worked at?

The only mention of items in the cab is in 392.9 which simply states they can not obstruct free exit from the vehicle in an emergency, so some officers could interpret that to require those items be secured. The rules mentioned in 393.100 et al don't specifically list in the cab so I would say it is simply officer discression.
392.9 Inspection of cargo, cargo securement devices and systems.
(a) General. A driver may not operate a commercial motor vehicle and a motor carrier may not require or permit a driver to operate a commercial motor vehicle unless—
(1) The commercial motor vehicle's cargo is properly distributed and adequately secured as specified in §§393.100 through 393.136 of this subchapter.
(2) The commercial motor vehicle's tailgate, tailboard, doors, tarpaulins, spare tire and other equipment used in its operation, and the means of fastening the commercial motor vehicle's cargo, are secured; and
(3) The commercial motor vehicle's cargo or any other object does not obscure the driver's view ahead or to the right or left sides (except for drivers of self-steer dollies), interfere with the free movement of his/her arms or legs, prevent his/her free and ready access to accessories required for emergencies, or prevent the free and ready exit of any person from the commercial motor vehicle's cab or driver's compartment.
(b) Drivers of trucks and truck tractors. Except as provided in paragraph (b)(4) of this section, the driver of a truck or truck tractor must—
(1) Assure himself/herself that the provisions of paragraph (a) of this section have been complied with before he/she drives that commercial motor vehicle;
(2) Inspect the cargo and the devices used to secure the cargo within the first 50 miles after beginning a trip and cause any adjustments to be made to the cargo or load securement devices as necessary, including adding more securement devices, to ensure that cargo cannot shift on or within, or fall from the commercial motor vehicle; and
(3) Reexamine the commercial motor vehicle's cargo and its load securement devices during the course of transportation and make any necessary adjustment to the cargo or load securement devices, including adding more securement devices, to ensure that cargo cannot shift on or within, or fall from, the commercial motor vehicle. Reexamination and any necessary adjustments must be made whenever—
(i) The driver makes a change of his/her duty status; or
(ii) The commercial motor vehicle has been driven for 3 hours; or

This is why you don't blindly 'pay' tickets. If they continue to 'get away' with writing this crap... they wil continue to write it.
