Isx turbo actuator install

    My 08 Kenworth with cummins isx 871 600hp has been running rough, I've got cummins insite and codes 2449 2634 2636 came up multiple times indicating bad turbo actuator. I purchased a new one plugged it into the harness and ran the first calibration install sequence bolted it in and tried to calibrate and it keeps failing to calibrate. I'm at a loss as I don't have the service manual to look up 010-134 for the proper steps. Can someone point out what If anything I'm doing wrong. The turbo shaft moves freely and is not broken, I think it's indexed correctly but I'm unsure as I don't have the service manual. Truck has 8678hrs and 228,325 miles and has been mostly trouble free.

    There should have been a yellow-ish plastic template that came with actuator. Basically before you install the actuator you place the template into the turbo to check the travel of the actuator lever. On that template is marked in green the full travel the lever should swing. If it will not travel fully, the turbo is pooched. There is also an "install position" mark on the template that the lever must be at when the actuator is installed. I believe the lever must be all the way to the front of the truck.
