I keep reading in broker contracts that the carrier is supposed to issue a Bill of Lading. From what I have seen the shipper usually issues the Bill of Lading. Can anyone clarify this for me? I don't want to create a problem by not creating one.

To answer your question. The shipper bill of lading will statisfy the dot requirement. You creating one would be double worik. That link supplies you with valuable info and is worth reading. In addition make sure you put the bill of lading number and commidity on your log. If you get a picky DOT officer he will cite you on this one. Also make sure you keep a copy of your bill of lading if you are an o/o. During a dot visit they might look at your log book and ask you for the bill of lading that was issued for that load as well as fuel and toll receipts.
