Is it possible to get VIN number from Licence plate or DOT number?

as title says i am looking in to some scania trucks in US, i am trying to search for their VIN numbers to see differences from european models , i need some way to get their VIN numbers from DOT/registration plate and i want that for free

in my country this goes by simple putting licence plate number and date and get , insurance number,insurance company, truck model and basic data and vin number

and yes they are mostly in NJ.....

i found out that there was 2 v8 on 2year test but only 365hp , here at that time they were already 470 , one sold for offroad logging , other disassembled to smallest part and again build as 4x2 chassis single frame gs771 5speed gearbox and engine tuned over 700hp win two races in fact here engine of 11L at that time already had more hp

 

on those trucks it is on right side on rear pillar, but i did not see those trucks except on pictures i dont live in US , but interested in those trucks and would like to check spec differences by VIN number, for example i heard that there was no parabolic suspension , no air suspension .....while it was standard here

i am planing to visit USA as soon as i save some money for that reason and to visit my family
