I have a cousin who is currently working for a French company as a truck driver. Supposedly he has a chance to get an international driver's license that costs 360 euros for him to work for a company in Canada also as a truck driver.
He sent me an example of one from IAA with categories B, C, CE, B1 and it will be valid for 10 years. I assume he will also get a work visa.
Please let me know anything that you can about this. What we are looking to see if the driver's license like that can be driven in Canada and also if it enables him to drive a truck.

As noted by @DUNE-T, whatever it is that your cousin was shown will not allow him to drive a commercial vehicle nor work in Canada. In fact, there is no such thing as a 10-year international driver's license that would be recognized in Canada (or the U.S.). I expect that it is purely a scam to separate unsuspecting drivers from their 360 Euros.
International Driving Permits (IDP) are simply a foreign-language translation of an existing driving license. IDPs come in two flavours; 1) 1949 Geneva Convention on Road Traffic (good for one (1) year--subject to local limitations) and, 2) 1968 Vienna Convention on Road Traffic (good for three (3) years--subject to local limitations). The IDP must be issued by the holder's government (or its authorized agent) and must be accompanied by a driving license issued by the holder's resident government for the class(es) of vehicle(s) being driven in the foreign country. Canada is a signatory to both Conventions while the U.S is a signatory to only the 1949 Convention.
Strictly speaking, an IDP is not required for most foreign visitors to drive privately registered vehicles in either Canada or the U.S., but it may make things like renting a car easier. It will also be helpful if the driving license is in a language other than English (and French in Canada) and the driver gets stopped by an enforcement officer.
Neither Canada nor the U.S. will allow foreign drivers to drive commercially registered vehicles for hire on an IDP. -

As for working. He should apply for the Visa before he gets here and ensure he is aware of any restrictions on the Visa he is issued. -
