Go to the DMV in person and ask.
Most states all you must do is go to the DMV with a new DOT physical to have it reinstated.

Sounds like you are trying to talk yourself out of regaining your CDL.

Go in to your local DMV and ASK them. Very simple, and you will get the correct answers.

You should probably ask for clarification on whether they are asking for complete retraining or if it is just the testing/certification (or ask the school about what is needed to reinstate a CDL if you already have prior experience). You might also want to ask potential employers what it would take to hire you.

Your comment came out a bit mangled, so I might have misinterpreted it -- if you have been told that you need to take a road test and knowledge test, then that is probably a lot cheaper (and faster) than repeating CDL training, so you might want to ask your local school(s) what they have to offer for experienced drivers (it also would be adviseable to talk to a few employers since the training requirements [for new drivers] have changed).
