I drive for him. After picking up a load, driving then delivering the load I was told that I would be paid when the load is delivered. The owner has not paid me yet. What are the laws regards to paying an employee? I've been on the road for weeks and find my self sitting because the owner will not give me money for the gas to get the load to the drop-off. Can Hold the BILL OF LADING till he pays me???
Any help would be appreciated.

what EXACTLY did he say when he said he will pay you when the loads are delivered?
payment in 1 week? payment in 2 weeks? payment each day a load is delivered?

Normally trucking companies delay payroll by a week or two. They normally aren't paid by their customer for about 30 days, so for accurate accounting and cash flow they "hold back" payroll.
Did you ask your employer what their policy is regarding hold back? That's the first thing you should do.
Now, regarding lack of funds from the company for fuel...that's a huge red flag. Best to start looking for your next job yesterday.

As soon as you get enough gas money to take the truck back, do it.
Hand him the keys and tell him you quit. Don't let him change your mind.

Cash flow is HIS problem. When he starts to make YOUR problem that's when it's time to look at another employer. Factoring companies are a way to help small companies with their cash flow. If this guy is too cheap to use one, another red flag.

This whole scenario begs the question, who's equipment is it you're driving ? Yours or his? If it's yours, you're rather limited on your options. If its his, that kind of broadens the horizon of different possibilities on getting your money.
