Think of it more as a bar instead of a spring and get one end of it pointing out and pull it out. It's easier said that done like if you have the anti siphon things in. You have to give the bar enough slack to get it positioned right for it to pull. Another option is to vise grip the chain close to the cap and rip the cap off the chain and then you will have more visibility to see what you are doing and more slack to position the bar the right way. Long needle nose pliers help alot

But, if you do think of it as a spring, just pull it out, it will fold upon itself and pop out. Be careful you don't pop yourself with it though.

When holding up on the chain imagine it being an upside down T, with the chain being the long vertical(up and down part) and the spring being the cross bar on top. Pull the chain up enough to let the "cross bar" dangle just below the filler neck with one hand and reach into the filler neck with your other hand and turn the cross bar vertical(up and down) and pull straight up with both hands should come right out.

Long pair of needle nose pliers will help in grabbing that one end if the chain is a little short

Long pliers or little hands to get in there to turn it so it fits out. If you try to pull and break the chain, then you're looking for a long magnet to get it out.

    It looks like this ____O____

Just get it positioned vertical and let gravity will pill it low. Grab the topmost piece you can grab with a needle nose and then move it straight down as far as you can go and the upper end should then be clear of the inner edge of the filler neck. Pull it straight out.

Keep trying. Maybe a straight piece of wire with a little hook on the end will help position it for ya.
