If you are going to get into the Pilot Car business I hope you do it right and with the right equipment, pilot cars need to be seen and people need to see the flashing beacon lights. Well, most places will tell you that they don't need anyone. What you 'really' need is to 'know' someone in the Escort/Pilot Car business (or the actual driver of the oversize load), and they can get you in the loop with the right people.
