An all aluminum trailer would do it but why would you want to? There's no money in that heavy stuff.
Yes steps are generally heavier than flats. -
My 2006 Freightliner and 53'x102" Chaparral step could scale 50,000. Empty weight was 29,100 full of fuel and all my equipment.

I was lighter with my dad's 48' 102" ravens step than my 45' 96" covered wagon mac.....
Guessing around 31,500 -
My company runs T660's and 53', 102" chaparral step trls. We regularly scale 49,000, especially with shingles. Sheetrock is a bit tricky getting it balanced.

All the extra wiring in that Volvo is weighing you down

My pete 379exhd 280wb flat top with a Raven all alum flat with all my tarps and log stakes full of fuel i run anout 30,500lbs. With my combo and Pete heavy spec 46 rears double frame i run around 31,500. That seems high for a Volvo and combo step.
