There is no law stating dually or single axle required. You must however have adequate tire and axle capacity for the load being carried. It is very easy to over load a single rear wheel truck with a heavy gooseneck making it illegal.

With a gooseneck typically 15-25% of the weight of the trailer is transferred to the truck. To make the math simple let's say you have a 20k load (cargo and trailer). 20% of this is 4000 lb. This will most likely overload the rear axle of a SRW truck but would be no problem for a dually.

Make sure your not over 65" long if you have a bed of any kind. You will be considered 2 cargo carrying vehicles. Beware in Texas and Florida. You can get over length permit in Florida for twenty bucks. Texas is over $900.

This is the first I've heard of anything like that! That sucks considering I'm starting my own hotshot in Texas as we speak. Do you know where I can reference that?

    Texas transportation code 621.205

65' is the max unless you are a tractor trailer. A tractor is basically defined by not having a bed that can carry cargo. So a regular pickup or a flatbed and your are limited to 65' max. Take the bed off and tryout pickup becomes a tractor. What sense it makes I don't know but it is the law.

This might shake a few people up.

Sometimes just removing the bed isn't enough. Some officers will look at the cab card/registration to see if the model type says TRK, or PK. If you're gonna remove the bed to get around the 65' rule you may want to see about changing the registration from PK to TRK after the bed is removed?
