Does it screech when the fan engages or all the time? Could be just belt slip when it fully engages, lot of torque there from a dead stop.

It never made that noise before unless I had the fan turned on manually and forgot to turn it off before shutting the engine off. So does that mean the fan solenoid is defective?

Still sure it isn't the fan belts or something else? If it's definitely coming from the Horton it's time for a rebuild before disaster strikes.

Belts are brand new , brand new water pump. The fan, alternator & belt tensioners all spin freely and dont seem to have any wobble to theme . I thought the screech was the water pump and replaced it but the noise was still there. Can't seem to pin point the screech?

Well I had an ISX that the belts would squeal most of the time and turned out that the pulley wasn't running true, just enough to make'em squeal.

I've had fan belts make a screeching noise before, they weren't that old. You can get spray cans of belt-grip from industrial supplies. Even WD40 would work just to see if that's your problem. If it's Horton bearing noise, the pitch (noise) should change when you engage/ disengage the fan clutch.

If it is a serpentine belt check and see if the groves in all the pulley's are free of dirt. Take a screwdriver or wire brush and clean the groves out. Alot of people will install a new belt and don't check to see if the pulley groves are clean or worn. It doesn't take much to get a new belt to slip if this is the case.also check the tension of the tension pulleys. If the springs are weak the belt will slip.
