If someone got enough identifying information from the truck and notified his company, they may or may not act upon it. His company might bust him for being off route, not for taking down the cable.
The electrical codes are crystal clear, the lowest a cable can be above any driveway, private or public, or any roadway, public or private is 15' feet. I cannot tell you how many of these things I took down in my 25 years in the bed bug industry. In all cases we had a right to be on the street in question "local trucks/delivery only". The telephone or cable company involved was always responsible to replace the cable. I even got them one time to pay me to replace the broken marker light on my trailer.

It's pretty common in a older residential neighborhood. You'll clear the power lines, but it's the cable lines you have to watch out for. I found out when in my early days of trucking when I was going to visit my old home town. Fortunately, I was able to back up and get out of that bind. How embarrassing that would have been to take out the cable in the town I went to high school at. LOL
Let me guess. Was it a real small town you were in?

I'd try to find out how high the wire was to begin with. If it's not at least 14' you might be okay.
We've never hit any power lines but we've taken out more than our share of Cable TV drops.
The only ones we paid for were when a ten wheel dump forgot to put his box all the way down after unloading. That was kind of a no profit day.
