You as the driver are responsible to insure you have whats required on the truck. If it's a company truck they are responsible to provide it.

You should pay the fine because you should know the regs. That's what it comes down to.

You would get a ticket if you do not have a fire extinguisher. In the winter time chains are a requirement.

In Washington 8 chains are required. I have worked for companies who did not provide chains but would dispatch me in areas where they were required only if I bought them.

Pay the fine. Its your fault for going there and not having enough chains. If you didn't know the chain laws, you should have called the Oregon DOT then tell your company. If your company refused to get you extra chains then refuse to take the load.I did just that with my last company.Had a load going to Idaho in the winter my boss said there isn't no chain laws there .I told him either buy me chains or im not going. He assigned load to another driver. What exactly is a causal driver in this industry?

A "Casual Driver" is a Driver who works or Contracts to a Company on a "As Needed or When Available" basis.

Apparently it's something required by law to define a work position as "casual" The last two jobs I have had, I had to sign papers stating that I would not be employed anywhere else while working at that job. In the past drivers would work during the day and at night go work for another company and start a fresh logbook. I'm guessing "casual" drivers are relieved from these restrictions.

I don't understand how you could purport to be a driver of 4 years experience and forward the question. The driver is always responsible for everything, even if they are assured of compliance or correctness by higher authority. The driver is the last person who can catch any and every "mistake", so often the responsibilities of others are left for the driver to catch and/or suffer the consequences. As a casual driver during the months chains are required you need to inspect the chains to ensure their numbers, serviceability and fit, every time, or take your chances. $160 is akin to no fine at all in the trucking industry.
