I've seen numerous posts about older trucks going in and out of California that are not CARB compliant. I've heard there isn't anyone to enforce the rules?

Legally you can get one 3? day trip permit per year I believe. Or you can register and agree to run fewer than 1,000 miles inside California per year.

(5) Exemption for Vehicles Operating with a Three Day Pass (A) (B) Until January 1, 2021, a fleet owner that obtains a three-day pass for a vehicle will be allowed to operate one vehicle per compliance year in California without complying with section 2025(e) for the specified three-day period per compliance year, provided the information required in section 2025(r)(19) is filed with the Executive Officer at least three days prior to the vehicle’s planned use in California. A three-day pass must be obtained from the Executive Officer either online, email, or by fax. Prior to operating within California, the fleet must obtain written approval from the Executive Officer, which must be carried within the vehicle. The Executive Officer will make every effort to respond to the request within three business days from the receipt of the request. The Executive Officer shall grant the request so long as it is the first request made by the fleet in the compliance year. If the Executive Officer fails to respond to the request by the date of the vehicle’s planned entry into the state, the vehicle may operate in California for the requested three-day period, but if the vehicle’s operator fails to present documentation to ARB enforcement personnel, upon request, that it has filed a request for a threeday pass and qualifies to operate that specified vehicle in the state, the fleet may be cited and subject to penalties.

If you want to report <1,000 CA miles, this is the page: https://ssl.arb.ca.gov/ssltrucrstb/trucrs_reporting/reporting.php but I think you have to report at the beginning of the year.
