Unfortunately, now that the ELDT rules are in place, you do have to go through a school for both of those endorsements, and each one requires its own schooling--that's one reason School Bus and Passenger are separate endorsements. From the FMCSA website:
FMCSA’s Entry Level Driver Training (ELDT) regulations set the baseline for training requirements for entry-level drivers. This applies to those seeking to:
- Obtain a Class A or Class B CDL for the first time;
- Upgrade an existing Class B CDL to a Class A CDL; or
- Obtain a school bus (S), passenger (P), or hazardous materials (H) endorsement for the first time.
If an applicant who obtained a CLP prior to February 7, 2022, and obtains a CDL before the CLP or renewed CLP expires, the applicant is not subject to the ELDT requirements.
Any individual who meets one of the exceptions for taking a skills test in 49 CFR Part 383 is also exempt from the ELDT requirements.

I've reached out to several ELDT providers/locations with NO responses. -
If they want drivers , they will train you or do whatever to get you legal .Bonita Nut Thanks this. -
You can do the Theory portion of ELDT online. The FMCSA has an page that lets you search for training providers

You can search by state, endorsement, and you cab search for online training. There is a Theory and a Behind-the-wheel portion of the ELDT. -

I know down here in Brevard County Florida, brevard district schools will actually help you get your passenger endorsement mean prepare you for the test. I think they have a couple third-party testing examiners.
greyhound and many charter bus companies are also looking for drivers an addition to school bus drivers like you previously mentioned.
the CDL school I just went to Sage, actually has or at least my location did have a school bus that they used for testing a district. Also, several times when I was on the range, I saw several parties come in with their own equipment, and the examiner tested them out on their own equipment.Bonita Nut Thanks this. -
