Nobody said anything about 3 straps and 2 chains on an empty 20 ft can. And since you believe none of "us" have hauled an empty can LETS GO OVER THE SECUREMENT RULES for carrying them on a flatbed without locking pins. I will let you look up the CFR's that cover this.
For an empty 20 ft can to cover the weight (approx 5000 lbs) the WLL is approx 2500 lbs so you would need 1 strap with a WLL of 5500 to cover that but the weight is not the issue here its the length.
Since the securement rules say you need 1 strap for every 10 ft then you will now need a minimum of 2 straps to cover the 20 ft length.
Now you have to block and brace against forward and backward movement. Usually you could throw extra straps (aka penalty straps) to cover the blocking/bracing part of the rules but since the DOT in my area dont like that on cans we use chains. 1 in front, looping thru the eyeholes on the corners and one in the back doing the same. Obviously, each chain gets a binder.
For a 40 ft empty can you will need 4 straps (1 per every 10 ft) and then the chain on back and front.
Now in my corner of the US since its all coastal, there are a massive amount of ports with a massive amount of shipping containers that come through so you have a pretty good chance of hauling some cans.
I have also hauled empty 20 ft cans into Canada using this securement method and was stopped. I was told to throw an extra strap over each can, they didnt care that they were empty and didnt care about the chains, they wanted 3 straps over each empty 20 ft can.

Actually Triple M, you need 2 straps for the 1st 10' because it is not braced against a headboard, and the 1 more strap for every 10' after that. So you would need 3 straps total per 20' can...... just a technicality LOL

TMO at some bases used to have the loaders toe nail stop boards front and rear of the box if it was not loaded, that was a real pain to remove at the unload site unless you have a crowbar. I carried a 8ft crowbar and tools just in case, so many people carry things that are useful and being in military embarkation when I was in you never had a clue how many had home made tools.
One guy would haul empties out of Camp LeJeune, he had bars to cross the box front and rear on his flatbed that fit in his stake pockets. Never had to nail toes for his trailer, TMO officer would let him slide saying it was adequate if he chained it properly.
At the time, one chain every ten feet or for every 10,000 pounds per Conex box. Straps were forbidden, but then that was back in the 70's.SHC Thanks this. -
They couldn't nail toe strips if they wanted to on my trailer, there are no nail stips but on the very edges LOL.... but I'm sure they'd try.

Is it a local thing? I had heard Ca. is funny about them to cause so many have fell off the trailers in transit.

2 of you seem to feel i had posted something negative about you, i guess you assumed so.
what i apprently didnt get across in my post, was a how hauling a simple thing as two empty containers gets so many complicated answers.
and money maker, i live just outside of savannah,ga. i have hauled cans and many other items for quite some time out of savannah.
i have also a time or two hauled from long beach, terminal island, etc in ca. and also from port of miami, blount island, tampa, mobile, new orleans, houston, galveston, brunswick(ga), savannah, charleston, wilmington, norfolk, baltimore, philly( main port, tioga, and eddystone) , the jersey ports, and right on up the east coast, also have loaded cans in chicago, cleveland, memphis and on and on. and not to mention countless military facilities and military supply facilties.
i also spent 3 years with the 2d acr regiment in germany from77 to 80 loading up on railcars every 30 days from bamberg to graf for 30 days then to border outpost at Hof for 30 days then back to bamberg for 30 days , , going into open deck after was a natural occurence.
and by the way i did not say NONE of you, i said SOME. i guess you two picked your own category and put YOURSELF in it.
