You CAN pump fuel and PTI at the same time, both are Line 4 activities per the rule. In your above example, you want to make sure that once you got your 10 in, you go into line 4 at the time of fueling and PTI. Then you are good to go once fueled.

They wanted to look at automating the whole pretrip and DVIR process. As part of their investigation, they wanted to know how many of their drivers actually did a pretrip? They had their own pretrip sheets with a laundry list of items that were turned in with the log sheets. (pretty detailed....) They first tried to do some things to the truck that would show up if the driver actually did a pretrip according to their sheets . They did things like cut off the dipsticks so if the driver tried to check the oil, they would flag it as an issue, put locking nuts on the schrader valve caps so they couldn't be loosened, etc. After a few weeks, crickets, nothing noted on the pretrip sheets.
So they got creative. On a dozen trucks, they took $100 bills and taped them to spots that would be evident if checked, like on the dipsticks, schrader valves, side of the coolant bottles, etc. It was like $1,000 per truck. After a month, when the trucks rotated in for PM, all $100 bills were still there on all the trucks.
Conclusion by the head of maintenance was that he had what he thought were conscientious drivers. His quote was "if my drivers aren't doing full pretrips, none of the large fleet company drivers are..." -
We had a safety guy try that.
She didn't last.
