ECMs do not lock up like that. Chances are the ECM power feed harness got missed when the batteries were disconnected. The ECM power harness is usually connected directly at the batteries. Check for any wires that didn't get installed, hanging in behind the battery box hiding from view. If they are connected, make sure the polarity is correct. There will also be an in-line fuse somewhere between the battery connection and ECM, look for it and make sure it isn't blown.

the ecm needs battery power at pin 52 and pin 53. battery ground at pin 65 and 67. key power at pin 70. never heard of any shut down mode from the batteries being disconnected. please let us know what is being reset

Yah, that's weird, never heard of that... like, ever! Love to hear what they find too!

Is there a battery in the ecm for memory like what the motherboard on a computer has? That would make the ecm effectively bad. I don't know, just throwing it out there. Never heard of this problem. If you can put another ecm on and get it to run it sounds like an ecm problem.
