Is it possible to repair it?

i had those loose wires @connector ,an electrician came and managed to add more damage by cutting the protection rubber and one wire

I've bought pins and a power plug for a DDEC4 from Detroit.

They can be repaired, but it depends on how bad it is to know if a new harness is worth the time and money. If it's just a few wires, I'd repair. I've seen many DDEC V's with chaffed wires from the plastic cover at the ECM. If the insulation is just chaffed off and you caught it before any signs of corrosion, liquid electrical tape works. But if there is any corrosion or broken strands, that's a future problem waiting to happen. Then it's best to replace the pins in the connector use new wire as long as you need to get good clean wire to solder to. Use good heat shrink that has sealant in it.

Once you fix it cood, clearance the plastic cover so it doesn't happen again.
