Driver preparing falsified record of duty status

I received a ticket when my truck was checked by MD DOT. I opened my logbook on my hand with a pen. The ticket info is MR-11-395.8 E driver preparing falsified record of duty status. The dot cop said, there was no points. My CDL driving license is from NYS.
Today I paid it. But, I want to know the following:
    1. Will NYS DOT fine my points based on NYS laws? Even it happened in MD.
    2. Will NYS charge me a misdemeanor? even it happened in MD, and has fined by MD DOT?
    3. Will Fed CSA suspend my DL?

    Thanks.

Was the 'ticket' in fact actually a Driver/Vehicle Examination Report?
or was it an actual summons to appear in court like a speeding type ticket?

    I don't believe it is a misdemeanor.

The FED's claim they have no power to suspend CDL's however every once in a while we hear about a driver put out of service as an imminent hazard by the DOT.

A falsified log is a pretty serious offense though. It falls under the Fatigued Basic in CSA.

Before CSA, carriers and drivers found falsifying were fined in the tens of thousands of dollars. Under CSA they seem satisfied enough to slap points and scores on carriers and drivers which can cost much more if the score gets too high, shippers simply will not use that carrier any more.

I think he's saying the dot cop says he was making changes when he opened the log while he had a pen in his hand

I think he is saying he was parked at rest area, the driver's door was widely open, he was on driver seat and was making new logs starting from last week. And right that time somebody approached.
