The eFOTM (electronic Field Operation Training Manual) is a guide for FMCSA investigators when conducting an inspection or on-site compliance audit. This redacted version was made available to the public through a request using the Freedom Of Information Act. A link to the manual is posted below.

The file is 13 MEGS and may take awhile to download depending on connection speed.
It is in .PDF format. Requires Adobe Acrobat (free) to open.

    Happy Reading!

It is just written at that length to help everyone keep things straight. I mean how could anyone confuse that amount of info? ;) No wonder so much is left to interpretation.

Thanks HDD for posting this up, it is good to have access & scan over it.

The eFOTM is guidance of FMCSA policy and contains sampling tables for the various items reviewed, i.e. CDL checks, HOS, DQ files, and maintenance files.

You can download a public version of CAPRI which is the software used by the FMCSA to generate compliance reviews.

The eFOTM is a very elaborate document and requires a substantial amount of time to digest the information by an informed reader that is searching for guidance on a particular topic.

I wish you luck in reading the entire manual. :biggrin_25518:

    Be safe.

Most of its friggin redacted :(

Mike, you have the real copy of this manual, right? Not gonna ask you to do anything unethical...but is the information that's redacted really that super important, or are they being over secretive here...?

    Anyway thanks for the post.

Edit: Ok, it looks like they redacted a certain style of bullet point. What the hell is so special about that? In particular, page 15 and 16.

HeHe... It is, however, more readable than the CFR's.

New entrant carriers facing their first safety audit should go to page 5 and read through the general guideline links. Wish we knew this 10 years ago...

    Mike MD-
Care to fill us in on why the "Starving Students" topic is redacted?
