You can download a public version of CAPRI which is the software used by the FMCSA to generate compliance reviews.

The eFOTM is a very elaborate document and requires a substantial amount of time to digest the information by an informed reader that is searching for guidance on a particular topic.
I wish you luck in reading the entire manual.

Mike, you have the real copy of this manual, right? Not gonna ask you to do anything unethical...but is the information that's redacted really that super important, or are they being over secretive here...?
