I have a friend who has his truck as intrastate only (Texas) and has a US DOT number. However, he does not have a motor carrier number. Is this legal or did he somehow slip through the cracks? Please educate me?

A DOT number is not required for most intrastate operations.
Do I Need a USDOT Number? -
An MC, motor carrier, number is required if you are hauling for hire. If you are a landscaping company using a 10 wheel dump truck, crossing state lines, you would need a DOT number, but not an MC number

No hazmat. I did read that Texas requires a DOT.

I just assumed a MC and DOT always went hand in hand.

I ran Texas for approximately a month with only my DOT number. NM plates. I could haul for hire in Texas and NM. I had to buy permits to run in TX. Some other states will allow you to run, but you must be permitted by them.
