Why do we not use these like the military does?
do they make run flat tire systems for steer tires?

A properly built wheel with a armored ring installed around a wheel inside the tire itself will be a benefit worth saving the entire truck from losing it all. Once the tire is gone, the inner wheel can take over temporarily until a replacement tire is fitted.
Ive been considering having some installed on my personal vehicle which is itself a pretty serious roll over risk should a tire go away on it.
In any case if a steer did go, it will probably take the hood with it among other problems. In the mean time a driver should be trained to hold both hands on the steering wheel tight and hold just enough input to keep her stable and straight without using brakes or power until stopped.
It's been too many years since I lost tires all the time especially around containers. But never a steer thankfully.
I also consider that question of why don't the fleets have inner wheels installed inside steer tires? The answer has to be related to money. Either they don't want to spend it now or have to spend a exponential amount later when the steer did go and the whole thing runs off the road and rolls.
Not too many people think the way I do. If there is a problem that can be fixed before it becomes a problem I'll make it happen so there will never be a problem. In other words if I was a fleet, I'll be installing those steer tires with inner wheels for a few dollars. -

Run flats used in the military all use a 2 piece wheel. Real pleasure to change.

Plus how would the cops stop you if you can just drive over their tire spikes an keep going?
