I have a new to me 2012 Peterbilt with a deleted Cummins ISX 15L that I don't have access to the history on. The jakes are not working at all. The computer I have is not communicating with the ECM thru the 9 pin. I am wondering if the ECM was "locked" during the deletion process? So far we've checked fuses and found a few missing. Thoughts?

Sorry mate, forum rules mean we arent allowed to give too much advice on deleted vehicles. Especially on the computer side of things. That said good luck, there are many ways to delete a rig and some of them can really mess up the engine.

It’s a ‘no discussion’ topic for legal reasons. It’s posted in the forum rules.

Legal issue. If the rules weren’t in place it’s dubious if this forum would exist.

I think the EPA has more to do with this issue.

I'd start and see if you have power and ground at the 9 pin plug. I haven't had to deal with the J1708/J1587 before, not even sure its even used much anymore. With key off you should be seeing roughly 60 ohms resistance between pins C and D. You can check voltages. With very little activity on the network you'll probably read slightly above 2.5 volts on Can Hi and slightly less than 2.5 volts on Can Lo.

Cummins has a backbone J1939 plug on the engine, usually right there on the intake manifold on the ISX(triangle 3 pin deutsch plug) that is my go to with cummins engines if the 9 pin isn't communicating with the engine.
If the harness going back the the DPF is missing or un plugged that can also cause issues on the engine side J1939 since one of the J1939 terminating resistors is in that harness.
