The Master or Slave Cylinder for the Clutch is bad, I would replace both as it's cheap insurance that it won't leave you stranded in the future.

The piston rod for the cylinder is internally worn out and is not aligned anymore and binding which is causing the Clutch Pedal to be stuck or frozen in the upright position.

does the seat have air? this most likely could be a 4 way valve problem the main valve that supply's air to the vehicle make sure you have plenty of air in all the tanks. then move on to the master cyl then slave cyl
