I have read the cdl manual and taken the quiz in the book. I am wondering where in PA I can go to get practice behind the wheel for a class B, but not in the classroom since I've completed the manual. Most schools seem to offer classroom and on the road training, not just the latter. Any ideas out there? Thank you.

Nobody does that. They don’t have partial courses. Even so, if you are trying to learn how to just get class b for a Triaxle dump or something along those lines, it won’t help you either becuase all cdl schools use box trucks with synchronized Eaton 6 speeds. It’s like driving a standard transmission car and nothing like driving a 8ll trans or 10, 13 or 18 speed. If you already know how to drive big truck transmissions and you just need the cdl to get the job than you will be fine. you better off spending the extra grand and getting class A. Your life will have better options

V3 Transportation has a training program for drivers with only a cdl permit.
One driver said you must bring a cdl-A driver with you and run teams until you qualify for the hard copy cdl. You're not practicing; you're actually hauling freight OTR. Do you know a cdl-A driver that is willing to change jobs and then train you with V3 Transportation? At least you're making money while training.
I don't know the details, so you'll have to contact the company.

Online Transport has free cdl school and actually pays you to sit in class.
Now Offering CDL Training
We are now offering CDL training through our sister carrier, Online Transport Training Center, located in Indianapolis, IN. There are no tuition fees for our participants and there is no experience necessary. Trainees are paid to be there! We offer free housing during the training period.
Employees are offered access to a company resort located in Fort Myers Beach, FL
For students with No CDL, we offer a 7-week training program. The first 3 weeks are at the training center and participants are paid $75/day. The last 4 weeks are on the road with a mentor and trainees are paid $100/day.

What options do I have if I were to take the written cdl exam, and receive my permit. Where could I go after that to get behind the wheel experience next? I am doing all of this in Pennsylvania. thanks

Check with some of the private bus companies up that way, I know some guys who have gone that route to get there B in Pa.
