How does this work? I asked my FM for $70 and he said it's on my comcard. I go to atm the next day ands it's not there. My FM texted me "your money is on the side you register a lumper from". What does that even mean? How do I get this money?

Get it when you get fuel. When it asks if you want a cash advance hit yes and put $70 for the amount.

I believe you have to go to truck stop to get the money off the card not an atm. Tell them at the register you have a cash advance on there and they will know how to get your money.

As mentioned above, you can get it at any truck stop. Usually 50 gallons there will be no fees. Less than that, up to 3%. Some fuel cards do have an ATM function, they charge a lot for it.
If this is money for your personal use. Try not to do it unless it is an emergency thing. You get charged for this convenience. If it is for company activities, then they should be paying the fees. Check your settlement, if you are seeing charges and fees for these company transactions. Your paying for doing the company’s business. Ask for the money back.
