Capital Express Lines From Sacramento

Does anyone know about a company called Capital Express Lines from Sacramento?
I seen their trucks around, but not sure about the company. Their FB shows a lot of trucks including the owner being pretentious showing his or her Mercedes and Rolls royce. They pay company drivers $0.40 CPM. They also say they're hiring owner operators, but when I called them, they said no owner operators only company drivers. If anyone know about them then let the forum initiate.
