I've been trying to find a PDF version of this to send to the BF so he can download it on his phone and glance thru offline if need be, but I can't seem to find one. I can find the medical examiner's version on the FMCSA website, but that's not what I'm after. TIA
Can anybody point me to a downloadable PDF for the current FMCSA handbook?

Every major section of trucking for example Hazmat will have it's own groups of regulations in electronic form online. Another example would be Drug and Alcohol testing and disqulifiers have their own electronic docs online. DEA in particular.. when it comes to Trucking vs Narcotic pain meds all the way to Schedule One medicine (Pot, PCP angel dust etc)
If you are seeking a actual updated book of regulations to carry with you, your employer should have a small mountain of them in the drivers room. Along with a hazmat book for 2018-19 etc in bright colors and any other books you need to have on hand to be a better professional.
It is not good to use smart phones without a F.Lux app that takes away blue light from hitting the eyes when you are supposed to rest at night. You can literally erase your ability to rest by making a overreliance on smart phones, tablets etc online.
Anything you can do to get these things in actual book form you are good to go when something comes up and you need to argue chapter and verse of gospel to the officer who might or might not be aware of that little particular something. Either that or come back and tell it to the Judge. =)

Thanks guys. I have the green book for myself, my school gave I to me as required reading materials. He went thru a mega carrier and did not receive one and has received very little education regarding FMCSA regulations. I was trying to find him something that he could have on hand in a truck tucked away somewhere, but didn't realize how often the regulations could be changed and seemingly, without warning. I'll send him the link for the CFR.
