Hello fellow truckers thanks in advance for any answers or comments!
So I'm thinking about buying an 80's - 90's model cabover with a Cummins or Detroit engine and running power only. I'm aware that I won't have as good of a ride, mpg won't be the best (yes fuel is high I know), and it might not be the prettiest most reliable truck out there but I will be inspecting the truck over well and having a few diesel mechanics I know check it out as well to make sure I can do as much preventative maintenance as possible. My only concern is regulations, I know some companies require year limits but that doesn't bother me but are there any other regulations on these that I should be aware of? Will I even be able to cross California state lines with an old truck like that? And if not are there any other states with strict age regulations on trucks like California?

No on commefornia but there’s all the other states.
You’re truck has to be in good shape mechanically, no matter age or some states will fine you and it’ll cost more than the truck to get it fixed/towed out of said state.
But some companies won’t lease you on if the vehicles aren’t new enough for ELDs.
But.
You can get own authority and run however old of truck you want.
Power only is tricky.
Some moves you can use trailer 4-7 days, but any damage you’re liable for.

You'll need a temporary permit for California but I hear many are still running out there with banned equipment. Personally, I wouldn’t risk it. Other than California's banned years issue I don't know of any other laws against cabovers or any other older truck.

As far as power only, different rules for different companies. Some have age limits on the truck itself and others have limits on the year of the engine. Look at who you plan on working with before you decide on what to buy.

Don’t cross CA….
And get your own trailer, you leave too much on the table without it, not to mention being tied to where ever and being a huge PITA
Everyone drools over the kitty cats but back when cabovers were relevant you couldn’t swing a dead cat without hitting a truck with an 855 in it, cheap, reliable and decent on fuel, last I stole my uncles 89 Pete for a few weeks while my truck was getting Inframed I was doing almost 6 mpg in the north east with it, 400bc and a 13.QLSJ243 Thanks this.
