My guess. It's a screw up by the county road commission.
There is likely a template system to get signs made up. The clerk responsible was told to make a 26T weight limit sign. They could not find a sign for single weight on the list of predefined signs in their program, so chose the closest they could find.
Instead of simply deleting the NNT before sending it to the printer (if the program even allowed it) they just put in the weight for semi.
Printer got a valid order, and didn't know/care it was meaningless. Road crew got a valid work order with a valid sign to install and didn't know/care it was meaningless.
Oh, and I'm guessing N simply short for Number. So NNT = Number Number Tons
Happens all the time in software templates. I used to go to a website that collected such things.

N = 3 axles
